Harju County (Harju maakond) is Estonia's most populous county, covering the northwestern corner of the country and the entire capital region. It encompasses Tallinn — Estonia's capital and the Baltic region's most visited city — together with a diverse hinterland of coastal forests, limestone escarpments, manor house landscapes, and ancient fishing settlements. Over half of Estonia's entire population lives in Harju County.

Tallinn's Old Town (Vanalinn) is the centrepiece of Harju County: a UNESCO World Heritage Site with 13th-century limestone walls, the Town Hall Square (Raekoja plats, 1322), Gothic merchant houses, the Katariina käik artisan lane, and the Toompea fortress hill with the Estonian Parliament and panoramic viewpoints. Kumu Art Museum (Estonia's national art collection), Kadriorg Park and Palace, and the Lennusadam Seaplane Harbour maritime museum are major attractions in the wider city. Tallinn is connected to Helsinki by ferry (2 hours), making it one of the most accessible Baltic capitals in northern Europe.

Travel Notes for Harju County
  • Tallinn is the dominant destination: almost all international visitors to Harju County base themselves in Tallinn and visit the surrounding county on day trips.
  • Public transport: Tallinn has excellent bus and tram networks within the city; regional buses serve Paldiski, Keila, Jõelähtme and the Viimsi Peninsula. Car hire is recommended for Lahemaa access.
  • Paldiski is easily reached by commuter train from Tallinn Balti jaam (45 minutes, regular service).
  • The Viru Bog boardwalk (Lahemaa) is 35 km from Tallinn — accessible by rental car, organised day tour, or scheduled bus to Loksa (with a walk or taxi to the bog entrance).
